We take our 18 months old here quite often and he loves it. There’s a softplay area, dockland themed things kids can play with and water feature where they can play with sand or build dams. The museum is buggy friendly and the cafe is decent (though not exceptional). I would highly recommend it on days when it’s too wet, cold or windy for the kids to play outside in London (pretty much most days of the year).
